IAF helicopter goes missing with three crew members

ITANAGAR, Jul 4: An Indian Air Force helicopter, with three crew members has gone missing after it took off from Pilputu Helipad near Sagalee in Papum Pare district at 3.48 PM on Tuesday.
According to a Department of Civil Aviation communiqué, the IAF Helicopter 350 with a capacity of 10, was deployed to lift stranded passengers from Sagalee to Itanagar and did not land at the Naharlagun helipad as scheduled.
Reportedly, two IAF helicopters were evacuating passengers who were stranded in Sagalee and Dambuk owing to bad road conditions caused by heavy rains and consequent landslides.
Sources informed that the two helicopters had evacuated around 169 stranded passengers from Sagalee and Dambuk on Tuesday, before the helicopter travelling from Sagalee lost contact near Toru.
The Papum Pare Superintendent of Police Tumme Amo informed that all officials have been assigned tasks to help in the search operations, but due to the inclement weather conditions and nightfall, the search operations could not continue.
The SP also said that they have drawn their attention towards Hostalam village, where a woman has reported seeing a helicopter flying considerably low to the ground.
ITBP officials, Circle Officers of Toru and Kheel, gaon burrah of Hostalam have all been called late evening to hold elaborate discussions and make plans accordingly for the search operation in the suspected area of Hostalam.
Locals of nearby areas have also been instructed to alert officials if they have any information on the missing IAF helicopter.
The SP also informed that the Eastern Air Command, Air Marshall Rajesh Kumar said that they would assist in the search as soon as the weather permits.
"Currently, police teams have been deployed to enquire about sightings of the helicopter, and search operations would continue in full gear after daylight breaks tomorrow morning", the SP added.
The administration and police have also received reports that the missing helicopter was heard by a few locals.
Meanwhile, the Chief Minister has directed the district administration and police to gear up for the search operations and sounded an alert to all adjoining districts to provide assistance as and when required.
Similar instances of helicopter disappearances in the hills and mountains of Arunachal Pradesh have been reported over the last few years.

Police seize 8000 kg explosives in Roing

ROING, Jul 4: A truck with 8000 kg of illegally procured explosives was seized by the Aruanchal Pradesh Police, Roing unit during routine checking at Shantipur Gate on July 2.
As per police report, the truck (ML-
The explosives were procured by Andhra based ABCPL Construction Company from one Dhar Construction Co. Meghalaya, which was more than the prescribed as the requisition was sought for selling only 1800kg of explosives to licensee Eswar Enterprises, a Pasighat based company, the documents provided by the driver of the truck revealed.
Further, the driver on being demanded was unable to produce the NOC, which was supposed to be obtained from the District Magistrate for procurement and use of the explosives within the district.
There has been no logical reply from the selling and buying companies so far with regards to the explosive.
A criminal case under Explosive Act 1884 has been registered at Roing Police Station and investigation has been launched.
The driver of the truck and an official of ABCPL Company were also taken into police custody.
The police have intensified checking of vehicles at the Shantipur Check Gate in order to avert and tackle any untoward happenings in the district following huge traffic movement after opening of the Bhupen Hazarika (Dhola Sadiya) Bridge.
Since Lower Dibang Valley has been declared as disturbed area by the Union Home Ministry, the seizure explosives in huge quantity is a matter of serious concern, the Lower Dibang Valley SP Sanjay Kumar Sain said.

ITANAGAR, Jul 4: The Itanagar police have arrested one Tai Ananth for his alleged involvement in the Ganga Market shooting case in which a student received grievous bullet injuries on Sunday last.
While talking to this daily, SP Capital Dr A Koan informed that the alleged accused was arrested on Tuesday and he hails from Kurung Kumey district.
Further, the SP said that the alleged accused tried to save himself by changing the number plate of his vehicle. Police is yet to retrieve the gun used in the shooting, added the SP.

ITANAGAR, Jul 4: Itanagar town on Tuesday witnessed massive traffic jam, starting from Gohpur area to Ganga Market. Commuters had a harrowing time as it took almost an hour to reach Ganga from Gohpur, which on other days takes only 10 minutes.
Capital denizens already have been facing a harrowing time due to blockade of national highway near Dree ground.
"Day by day traffic congestion in the Capital Complex is increasing at an alarming rate. If the situation remains same, in another five years, people may have to abandon their vehicles and walk on foot. There is urgent need to construct outer and inner ring roads so that traffic congestion can be reduced. Candlelit vigil for school girl

ITANAGAR, Jul 4: Claiming serious foul play which led to the death of school girl Liter Bagra, various Galo community based organisations and the members from Arunachal Pradesh Women Welfare Society (APWWS) and Arunachal Pradesh State Commission for Women (APSCW) organized a candle lit vigil demanding action from the Assam Police and also to express solidarity with the family members of the deceased.
The candle light march was jointly organised by the Galo Welfare Society (GWS) Women Wing and Galo People's Federation (GPF), supported by various Banggos and the society.

Nyorak, a relative of the deceased, further alleged that there was injury mark on late Liter's hand and the parents were not informed by her friend or her family.
"She was quite happy when her father spoke to her hours before the alleged suicide. How can she commit suicide without any stress and depression", Nyorak further claimed.
"The house owner of the incident site is a magistrate and we are suspecting that there is considerable pressure from her on the Assam Police", he alleged while adding that the Assam Police was one sided.
APSCW Chairperson Mitali Thinkatra while expressing solidarity with the deceased's family informed that the state women commission has written to the Assam counterpart to take up the matter seriously and ensure fair investigation. The Chairperson further assured that the Commission would extend all possible help to ensure that family of the school girl gets justice.

Rijiju’s chopper makes emergency landing

ITANAGAR, Jul 4: The Indian Air Force (IAF) chopper carrying Union Minister of State for Home, Kiren Rijiju made an emergency landing at Rajiv Gandhi Government Polytechnic football ground here on Tuesday afternoon.
The chopper, which was arriving from Guwahati, was to land at the Raj Bhawan helipad, but had to make the emergency landing due to inclement weather. Before landing, the IAF chopper made several rounds in attempts to locate a proper landing ground.
While talking to this daily, the MoS Home credited the experienced pilot team for the safe landing.
"We could not see anything as it was raining heavily and there was heavy cloud formation over the capital region. The pilot somehow managed to locate a football ground, which later turned out to be that of the Polytechnic College. The pilots did an excellent job of navigating the turbulent weather," said Rijiju.
Even before government officials could reach the spot, a large number of locals, including staff of Polytechnic College turned up at the ground. The MoS Home interacted with all of them. For around one hour, the IAF chopper become the centre of attraction and several people were seen taking photographs with the chopper.

Yapi Doni Kulo passes away
ITANAGAR, Jul 4: Women's right activist and former member of the Arunachal Pradesh State Commission for Women, Yapi Doni Kulo passed away on July 4 after a prolonged illness.
She is survived by a daughter, Lily Kulo and two sons, Dr Jibom Haji and Jiyor Haji. Her husband late Alexander Taji Kulo predeceased her.
Born on 12 October, 1964 in Kulo village under Upper Subansiri, she started her long career in social work as an executive member of All Subansiri District Girls Students Welfare Association.
She went on to become a member of the Arunachal Pradesh State Commission for Women.
She was also associated with Arunachal Pradesh Women's Welfare Society in different capacities since 1986.
Kulo was a renowned member of the cooperative movement in the state and headed the Kadorna Welfare Centre. She also worked with Catholic Association, Galo Welfare Society and Muskan Society. Till her demise she was general secretary of Arunachal Pradesh Mahila Congress Committee.
Kulo will be taken to Kulo village for last rites on Wednesday morning.

Adhere to govt decision on recruitment, CM tells depts.
ITANAGAR, Jul 4: Chief Minister Pema Khandu has directed all the departments to strictly adhere by the Cabinet decision taken recently to entrust the Arunachal Pradesh Public Service Commission (APPSC) with the responsibility of recruitment of all Junior Engineers to APPSC for ensuring transparent and fair recruitment process.
Pema directed the departments who have issued advertisements for recruitment of Junior Engineers in the department to immediately cancel the process and place the vacant post to the APPSC for filling up the same.
He also requested the Chairman of the APPSC to immediately issue notifications/advertisement for the vacant posts as and when the department places the requisition.
The Cabinet had observed that in order to bring in transformational change in governance and significantly improve the work ethics, work culture and service delivery system in all the departments, the recruitment process need to be free from nepotism and favouritism.
The past practices of direct recruitment by the departments have garnered a lot of criticism from all quarters. It has demoralised the genuine deserving candidates and also showed a bad light on the government functioning, the Cabinet had viewed.
APPDSU demands cancellation of vocational teachers' interview
ITANAGAR, Jul 4: The All Papum Pare District Students' Union (APPDSU) has demanded that the Education Department immediately cancel the interviews held by the Deputy Commissioner, Capital Complex for the posts of vocational teachers.
In a release, the APPDSU claimed that interviews for vocational teachers were conducted by violating RMSA guidelines.
The APPDSU said that for effective implementation of centrally sponsor flagship programmes like RMSA in the state of Arunachal Pradesh, the MHRD, Government of India had constituted District Level Management & Monitoring Committee for 20 districts of Arunachal Pradesh as per RMSA Guidelines.
"In each district, the respective DC, DDSE and DPC are designated as Chairman, Member Secretary and Nodal Officer in the District Level Management & Monitoring Committee for the implementation of RMSA programme and polices. In the District Level Management & Monitoring Committee, RMSA, Papum Pare district, the DC cum District Mission Director, Yupia, Papum Pare district is the Chairman, DDSE cum District Mission Officer, Yupia, Papum Pare district is the Member Secretary and District Programme Coordinator (DPC), Yupia, Papum Pare district is the Nodal Officer," informed the APPDSU.
Further, it said that the DC, DDSE, and DPC of Capital Complex are not even members of the said Committee, adding that the Education Department cannot bifurcate funds and posts sanctioned under RMSA for Papum Pare district in the name of DDSE, Capital Complex.
The union also noted that the MHRD, GoI has approved Single Plan for Papum Pare district and there is no separate plan for Capital Complex.
It also alleged that not a single candidate was selected from Papum Pare district and claimed that the Education Department is adopting discriminatory attitude towards unemployed youths of Papum Pare district in their own home district.

Scheme for unemployed launched in Arunachal
ITANAGAR, Jul 4: Chief Minister Pema Khandu on Tuesday launched the Deen Dayal Upadhyaya Swavalamban Yojana (DDUSY).
The DDUSY scheme aims to encourage unemployed youth for entrepreneurship through formal banking channels.
During the occasion, the Chief Minister released a booklet on 'Questions and Answers' regarding the scheme.
The Chief Minister also made a start of 'Boost Your Business', an initiative by Facebook to offer a platform to support youth and entrepreneurs.
Speaking on the occasion, the Chief Minister said the two programmes of DDUSJ and 'Boost Your Business' are interlinked that aims to address youth unemployment through entrepreneurship.
Informing about the scheme further, he said the scheme will facilitate bank loans between Rs 10 lakh to Rs 1 crore for setting up greenfield enterprises with 30 percent subsidy, which is aimed at APST entrepreneurs. He said the top priority would be awarded to projects related to agriculture and allied sectors, including tourism and textile and handicraft production.
Later, taking part in the discussion, the Chief Minister answered the several queries raised by the participants on DDUSY scheme. He informed that land being the biggest asset in the state, the state government is working to come up with policy on land that will enable entrepreneurs to trade with their land. He also assured the participants that the selection process for beneficiaries will be made in transparent manner and appealed to the politicians and officials not to influence the process with their vested interest.

The Governor said that the Dree festival is the cultural identity of the Apatani tribe, which they have proudly and zealously preserved since time immemorial.
The Governor wished that the warmth and splendour, which are parts of the auspicious occasion, usher in happiness and prosperity in the coming year.
‘On this auspicious occasion, I offer my prayers to Danyi Piillo to invoke the Dree spirit amongst the people for the well being of all mankind’, the Governor said in his message.
In his message, Pema conveyed his deep sense of appreciation to the community for safeguarding and promoting the rich Apatani culture and tradition and passing it to the younger generation. He believed that the auspicious Dree would bring with it communal harmony, peace, serenity and prosperity in the state, besides spreading brotherhood in the society.

India ought to be cautious
The Prime Minister Narendra Modi is embarking on a historic visit to Israel. He was

India has traditionally been cautious in its dealing with Israel, partly because of an alleged wariness of upsetting Arab states and Iran, upon whom it relies for its vast imports of oil, as also its own large Muslim population. The visit to Israel, already, India's top arms supplier, is being seen as significant not just for the pacts that will be signed but because this is the first time that New Delhi has come out of the closet and openly embraced Israel as partner. Ever since BJP govt came to power it has given more priority to improving relation with Israel. It is a good move but it should not come at the cost of giving up Palestine cause. For years India has supported Palestine's statehood dream. India earned the goodwill of international community by being one of the first countries to recognize Palestine statehood. One of the main reasons for conflict between Muslim world and west is continues occupation of Palestine territories by Israel. Therefore India ought to be cautious.

Dear Editor,
Ungrudgingly the Arunachal has also took a flight for the GST (Goods & Services Tax) in the national platform since 1st July 2017.
However the rate's of selling of goods and it’s services in the state are totally contrastive ever since. The rate’s of selling of the goods and it’s services are not under the laws or the rules that has been enacted by the administrators of the respective dwells.
People of Arunachal need to revamp their living style. When the people of our state travel outside the state it seems like we have been caught in a trap or enter into the idiosyncratic world. It’s has been observed, even in a short distances the fare of Tempo's or Tracker's in the Twin Capital Complex, it took the multiple of Rs.10, where as in other states they took according to the distances and it’s rates that has been enacted by the administrators of the respective areas. If we made the recharge of Rs. 50, Rs. 100, Rs. 120 etc. then the shopkeeper would take extra Rs. 10 for the same as a charge. This kind of practices won’t let the GST to imply in the people of the state because the local GST has been already launched in the state.
As per the rates implemented in GST, it’s good that the basic need of the poor and
middle class people of the state and nation as well are under 0% tax namely unpacked
food-
For the packed items it somewhat started with the taxes. In short GST is really a good implementation for the well being of the people. The point is that even the GST implies in the state, it would be running under their own local rules. Somewhat it seems to be very funny but it is true.
People still startle on GST as what it actually means? Whereas the rest of the nation feel merriment and giggle on it. Because they know what it really means. Even ramble in the state became a serious problem due to the over and extra rates of the goods.
